Ned, am I right that Matsushita made these with Mullard tooling?

Not possible, as they were being made in both places at the same.

However, until GE & Sylvania started making 5AR4 in the USA,
all 5AR4 were made under Philips NV license and design (and Philips
owned Mullard, BTW). Even the Japanese ones should have
the tiny little codes that are usually put on tubes made
under Philips license.

IMA, there were other Japanese tubes...including EL34's...imported
and sold in the US branded as if they were British made.
The EL34's can be identified the same way as the 5AR4's,
they have a seam on the top.
