It sounds like you already know that 2 12AT7 is th correct tube complement; while you can sub the myriad 12AT7/ECC81 varieties, just because a tube has 9 pins and the same basing diagram (pinout-- pinX = plate etc) does NOT mean they can be interchanged for reducing gain. The VTL uses the studio-standard .75 volts in for full output; this is a LOT of gain-- a Heath W5 needs over 2 volts for full out... What exactly leads you to believe you have too much gain/volume? If you are trying to run a CD player straight in, you would indeed have far too much gain. Two solutions; get a resistor assortment from Radio Shanty and change the value of the input loading resistor; this is in essence what amps with gain controls do-- the potentiometer is an infinitely adjustable resistor to shave off input voltage. A linestage, buffered preamp is a better choice. BTW, that is a rarebird unit you have there; if it is indeed a 1983 piece, it is essentially a handbuilt amp with nice British iron.
