New tubes for an Anthem.

Yesterday I received my new [to me] Anthem integrated 1. The unit was as advertized, it looks like it's never been used. :) It still has all of the original tubes [this unit was made in 96]and frankly, sounds better than I had hoped it would. I do notice an on and off high freq. squeel. It's not audible with music playing but sometimes you can hear it while the amp is at idle. I assume this is one of the preamp tubes? The amp uses 4 12au7's [two matched pairs] and 1 12at7 in the preamp. The power section uses 8 EL84's. [2 sets, matched quads] As I've just bought this amp and new speakers to go with it, at this time I can only afford to buy either new preamp tubes or new power tubes. I assume due to the age of this amp, all should be replaced. However,in light of the squeeling noise, should I be looking for preamp tubes first, or power tubes. Original tubes are Sovteks.
