Check www.transcendentsound.com for the grounded grid preamp. In kit form this is right at your budget.I have scratch-built this design, and IMO, it adds the good qualities of tubes without getting overly warm and tubey sounding.
The Bottlehead Foreplay is also very nice-sounding, but as it is point-to-point wiring, it will require a bit more skill. On the other hand, the price is remarkable for the quality of sound it gives.
