Your problem with the the ST35 pretty clearly began with an unmatched quad of 7189s. One of them ran away on you which then took out the cathode bypass cap due to high current/voltage. Usually a truly matched quad of 7189s should hold up just fine. I know since I had the same thing happen to me. The lesson here is that you probably matched for transconductance but not for = bias current at a given bias voltage. Most tube testers don't do this test. For the ST35 you actually need bias matched more closely than gm and 5% should be fine.
