He is the "Master of the Variac" and has brought to life more old tube gear than I will ever see.I would start by downloading a schematic from the internet, if you do not already have one. Then I would "Ohm" out all of the transformer primary's and secondary's looking for possible open circuits.
Then search the archives for Steve Oda's "Light Bulb Trick" variac and go from there.
