Mike,[my opinion]---if you are going to be biasing your own amp---I'd spring for a pretty good DVM. I don't know if you are near a Fry's Electronics outlet---but, I've seen them advertise Fluke 8050 series DVM for less than $200.
I'd recommend an accurate, as well as precise DVM, especially if you are reading mV range.
I have an old 80 series Fluke which cost over $200, new---but you buy one of these usually once-in-a-lifetime. Consistency and ruggedness is as important as the accuracy.
If you don't want to spend so much money for a meter. Or think that you'll only use it for biasing and checking plate voltages on one amp, maybe once or twice a year---it may be cheaper to have an amp tech, with good gear, do the biasing.
