Good luck. My tact is usually, ok, if you say so.But, he might consider the pure electrical argument. Yes, it could meet specs, but some will meet specs within closer tolerances than others and those electrical measurements will translate to differing performance which will show up in a sweep across its performance parameters. A Sofia curve trace would show this and it's why this is used for tube matching.
It's similar to capacitors or resistors. For most applications a typical 10% tolerance is fine, but that's a fairly wide range for 'it meets specs' and that's why more precision parts are required in some circuits and why they cost more and/or perform differently.
