Bias, in your case, is a negative voltage applied to your output tubes to keep them from running away. Use an accurate VOM and measure the voltage from pin 8 (red probe to pin 8 and black to ground)of the sockets on the front of your amp to the chassis(ground). Proper bias for good tubes is 1.56VDC as per Dynaco specs, and is adjusted up or down by the 2 pots behind the pc board.

Search the archives, you will find much on the bias and the ST70. You should download the ST70 users manual from Joe Curcio's site, it will answer many of your questions.
