I ran in to the same problem. I bought (Ebay) a B & K model 700 tester. I had been using a tester that a fella has here in Denver. Different results (drastic) between the two testers. I found an internet site that has helped me a lot. It is the Test Equipment Forum
on the Antiques Radios site.

What I was told to do was replace all electrolytic caps, check all resistors for value drift (replace if too far off), and, most importantly, CALIBRATE the tester. I purchased a manual and am proceeding into the parts replacement and calibration.
