I used to sell Counterpoint equipment at my store awhile back. They introduced a new model, the SA-7, that had the whistling you mentioned and in the phono stage. Turns out the circuit was unstable and the "whistling" was actually HF oscillation. They had to recall the first batch IIRC to make a circuit change (not sure why they never caught this in QC). I'm guessing you have a similar problem, a resistor or some circuit element has drifted to the point where you are getting oscillation - probably agravated by the tube switch. Just a guess, but this just sounds very familiar...Good luck.
