There is no way a 12AX7 section can produce 40mA of current, just physically impossible. In Class A2, you can get about 1.2W out of each section, although the rated PaMax is 1 watt. That is what Tim de Paravicini did in his V20 amp. Sounds damn good too. But this is quite hard on the tubes. Whereas the original Ei tubes that came with the amp still run strong after 2 years, I put in some Sovtek 12AX7LPS and they did not last 10 hours in this amp.
