anode voltage (simple question ? )

Hi ;

In a discription they say by a EL 84 penthode connection :
Va = 250 volt/Vg2 = 250 volt ; -Vg1 = 7,3 volt ; kathode R = 130 ohm.

Do they mean the voltage between ground and anode or between
kathode and anode , or do they mean the voltage between ground and
the last condensator ( to the output transformer )?

When they mean between ground and the last condensator , and the voltage is on that point 250 volt , (thats also the point to the G2
grid with a 100 ohm resistor ) , the voltage on the G2 is higher than the voltage to anode ,(to ground ) becouse the voltage drop
over the output transformer.

Is it good when the voltage on the G2 is higher than on the anode ,
or is it better to bring the G2 voltage also to 250 with a resistor,
about 4 K , decoupled with a condensator , instead of the 100 ohm
resistor ?
