Check your RCA plug, itself. May have poor contact with the male plug or a cold solder from the shielded ground point of the plug to the chassis ground (whether it is a raised ground or a chassis ground).Sounds like one of your inputs into the amp is injecting hum either by creating a ground loop between the pre-amp and amp. Or having the shielded interconnector have a poor solder from the shield weave to the plug or poor contact with the female end of the jack, on the amp's side.
I suggest that you check your RCA jacks on both the amp and pre-amp for good continuity and clean soldering, before venturing off into more expensive interconnectors.
