PM,Now, I remember... It was a duo-triode tube that was bad. Either the phase splitter or the first stage pre-amp. And since you said both channels are "breathing"---try changing out your splitter and see if that works. Hope have a good spare.
It happened to one of my guitar amps---where at low volume, you'd hear a pumping noise---even on the clean circuit. Once you turned the volume up a bit---it would go away.
I believe I replaced the stock Groove Tube 12AT7 with a GE 5-Star 6021---and never had that problem, since.
