That's an RCA, from the earliest production era (1947-1952). Note that the black plates are shinier than the flat-black mid-'50s RCA 12AX7, and that the getter wire is a unique wider "D"-shape. They're typically have a bright and clear sonic character, not as thick as mid-'50s, and they don't break up as easily as the flat-black mid-'50s RCA.
