You can flip the bias switch to VR and crank the knob clockwise and see if you start getting meter movement. Sometimes the meter simply gets stuck and a light tap on side of meter will jar it loose but dont tap on the glass face. Likely its the wire wound resistor as mentioned. My539c went through the same issue and it was the resistor
