Yes, sadly that is the case for most readings given, unless performed as you say.

Heaven only knows how the half dozen or so quads of Winged C's I purchased over the years were actually tested for matching.

Fortunately I've never heard of any serious issues due to a lack of comprehensive testing.

I have seen some sellers warn of extremely high lp. Which is good to know. Especially if you have an auto-biasing amp.
