The shunt resistor needs to be calculated on the basis of the full scale setting of the meter Hickok recommended for the test, not the full scale setting of the Fluke. So, if the TV-7 manual says to set the 1,000 ohms per volt meter on 250V, say to make a 150V measurement, you would use a 250K resistor. In any event, the Fluke's scale should be ignored. Sorry for any confusion.
