I wasn't aware of the devices in transformers, so thanks for making me aware of that.

As noted, the 522 idea was a long shot.

I'd still suspect a high primary impedance to be the most likely cause of your low secondary voltages. That still doesn't explain the difference between Story's primary, and my two though.
