Sovtek 2A3 how much filament glow?

I need to know if some Sovtek 2a3 are good and in the amp there doesn't seem to be any filament glow at 80vac. This is at my shop with a couple of lights on for good visibility. In Almost every other tube I can see the filaments glowing but not this Sovtek. The tube is definitely warm so is the lack of filament glow at 3/4 voltage normal? The tube is used as a driver in an SE 845 amp. I believe the filament is DC rectified. I measured 45vdc on the heater taps with 80vac from the variac. And new to me I measured 45vac on 3 pins of the tube with 290v on the plate. Are these voltages ok? Sorry, I have no schematic for this amp. cheers, Dak
