unmatched tubes cause channel imbalance?

I have a vintage Theta tube preamp that has a slight channel imbalance.

None of the tubes (2 6922's in the line stage, 4 in the phono stage.) is matched or balanced.

Is it possible that a tube mismatch could cause a roughly 2 db difference between channels?
