The tube will not ruin new caps, but if the tube is shorted it will damage the power transformer in perhaps 30 seconds if a line fuse is not in place.
I would really need to view the schematic and the tube to make a more accurate statement than the generalization above.
I would power up watching the rectifier tube and shut off immediately with any signs of arcing or other events. It would be best to use a dim bulb tester and a volt meter on the B+.
