RE: 465?

Yes the early amps from the 1970s did run the 6550 pretty hard. A good reason to stick with quality GE 6550A. But that was a long time ago and many, many amps ago. The D79 was the last amp ARC produced running a high B+ voltage.

In the early 80s ARC dropped the B+ pretty dramatically around +420-430V.

A more correct statement about ARC amps is the majority of their amps run the output tubes quite conservatively. This has been the case for over 30 years. Only the early amps, Dual 75, D76, D79, D150, etc., run the output tube close to the limits. Even then they are still safely within their dissipation limits it is the B+ voltage that is run high. The regulator tube for the D79 was the worst example running the B+ at about +600-620 as I recall. ARC did not make many D79 maybe a couple hundred.

I only bring up this point because your opinions are held in high regard. IME your comments are generally right on the money. In this case your comments are correct for the D79 and a few other early production ARC amps. The vast majority of ARC amps are quite easy on the output tubes.
