Dfine, the numbers on the EL34 seems to be ok. Actually, a bit cold (if amp is a push-pull, Class AB1). Idle bias current draw of 33mA at 418 plate volts would only be around 14 watts per EL34.
But, the numbers on those 6N3P duo-triodes appear odd. I am not familiar with this tube, nor the setup in your unit. But, 400+VDC on each anode. And -88.8VDC on the cathodes of one and zero on the other appears odd, at first.
You really need to know the topology and philosophy of your unit's layout. Or at least have manufacturer's nominal specs, before making any judgements or changes.
