It looks like a portable version of the testers that were commonly found in drug stores and such.
If that is so, it is a common emissions tester, and not nearly as good as any Hickok, or any mutual conductance tube tester, such as my B & K 747 which is, I suspect, not as good as your Hickok. As for it being solid state, I doubt it, but I don't know.
