The tubes are checked for shorts and gas. After that, cathode emission and, hopefully, transconductance (gm) get analyzed.
The electric guitar shops should be able to help. Electric guitar amps use lots of 12AX7/ECC83s.
Because of the low plate currents they run at, 12AX7s in HIFI gear tend to have long service lives. You have, at a minimum, a fighting chance to get service from the Mullards.
