I will be willing to bet that if you put a volt meter on the EL84's heater pins when you turned on the amp it would be well over 6.3 volts. I suspect the issue is that the transformer sags into spec when everything is warmed up. When it is cold, the B+ draw is small and the heaters are getting zapped with well over 7 volts.
