There is some misunderstanding here, OTK simply stands for quality inspection, in general, not relating to military specification or military acceptance mark. The military mark normally was a star, or more often the letters ВП (Военная Приемка, or Military Acceptance). The ВП, sometimes with a number, was the most common military acceptance stamp, but there were others: the Navy would often put the anchor stamp, and then there was that ГАУ, which, according to some sources, covered all non-Navy needs. Perhaps more, but not the OTK, which you would usually see on consumer goods.Some of this confusion might stem from the fact that the military acceptance mark was often included in a ***horizontal*** diamond, together with the star and the number. See the picture, stolen from one of the Russian sites. In the diamond you can see the star on top, a letter B in the left corner, and П in the right one.
In addition, since the sixties, you could often see yet another mark on consumer products, namely the "Quality Sign":
