You are absolutely right about how the market works and you make some valid points. I'm just questioning the premium they charge for the service -- more than double the price charged by highly reputable dealers who also test -- and reject -- tubes. They all stand behind their tubes.
As I noted earlier, you can buy twice the number of tubes you need and still come out ahead from a dollar standpoint. I love ARC, but I hate to pay an extra $525 for eight tubes. Plus I've had two 6550 tubes purchased from ARC fail. Both were out of warranty but had relatively few hours on them.
Ultimately, though, ARC and BAT charge what the market allows.
