Scott 222B, setting bias,etc. questions

Hello,

I am awaiting my SAMS info,so a couple newb questions while I wait. The previous owner said he had this amp adjusted and labeled where each tube should go. The 4 12ax7s barely glow and stay at room temperature(actually one does not glow at all,well maybe a touch in complete darkness ). Can tubes really function without a glow? I only have an Eico 625 but the tubes test fine. If I switch out the dead looking tube the replacement 12ax7 does have a slight glow. He said if i change any tube I will throw things off and will need to adjust bias . This is all new to me,I have a DMM and very little knowledge with tube amps,but willing to learn. Thanks for any help.

I guess my first question should have been,do each 12ax7 have their own adjustment pot?
