Depends on the type # & where generally used in a circut. For example, power output stage types that typically are used in push-pull circuts usually sell in pairs or perhaps stereo quads if matched per testing (a simple Emissions-type Good-or-Bad tester cannot match tubes even if its' meter has numbers). Similar types that generally are used in single-ended circuts could sell by each. Small-signal preamp types generally sell by each as well as rectifiers. You might view on-line auctions for your particular tube type #(s) to discover what others are doing.
