Your amp is probably 16 watts triode and 32 in UL, push-pull.
UL does not define the class of operation- only the feedback that the output tubes get from the UL tap. So if an amp was more B and less A, as in class AB2, it very likely could make 40-50 watts with only a pair of EL34s, although it might run higher voltages on the tubes to do that, and not all EL34s these days are up to the task.
