I wouldn't assume that just because it has a red tip that it automatically means it has been selected for low noise. There are plenty of other parameters that might have required categorization such as interelectrode capacitance for high frequency work, thermal stability measurments for high-heat environments, etc.
A red tip means that it has a red tip and that's about it unless you have all the documentation available that supports what the actual selection parameter was!
I'm not saying the tube vendor at hand isn't being honest but, if it were me, I'd be challenging him to produce the documentation that supports his claims. Only then can you determine if the tubes at hand are, in fact, worth any extra cost being asked.
