Did Phillips USA lable the same JAN tube 6922 or 6D78?

All the information on the boxes (except for the dates '83 vs. '87) is exactly the same.

The visible construction of the tubes, internally, looks indentical in every respect.

The 6922 has green lettering and the 6DJ8 has blue lettering, and except for the tube type and date code (and color lettering), the exterior of the tubes is identical.

Could these tubes, in fact, be the same tube electrically? They should be different. Or were they just marked and identified to some common milspec?
