No, it has nothing to do with the tube being overheated.
"I got these from a reputable source, and they assured me that "this is a variation of individual manufacturing, and is just fine." If nothing else, this is a cosmetic flaw for an amp with exposed tubes. I've never had any tubes with this type of discolored getter."
Black getter coloring is completely normal, and in fact a black getter DOES work better than a silver one. Look at the page I linked to below for more info.
It is not a flaw, the seller is being straight with you.
