Yes this is true, the 2 12ohms resistors in parallel will handle more, but that may also allow more current and or voltage to go through before burning out and may cause problems some where else. In most cases, I would say that the 2 12 ohms would be the better alternative, especially if the design is at the limits (for example Golden Tube SE40 amps, every thing is run to the max in that amp, I now, I have replaced burned out parts with higher rated ones to keep it from happening again).
