Know a quiet preamp?

I have a conrad-johnson PV-12 preamp. I love the sound of it, with one exception -- tube whistling, noise, microphonics. I'm currently using relatively new Ei (Yugoslavian) 12au7's. I've tried everything from putting new tubes in (Ei only though) to putting cones under the pre-amp. Pretty quiet for ten or fifteen minutes, then I can hear the whistle from one channel or the other from 12 feet away.

I would like to solve this problem, but am not sure what to do. I could try new tubes (suggestions?) or a Variac to reduce the voltage in my home from 121.5 to around 116 (someone mentioned that this might help).

Or, I could sell the PV-12 and buy another, quieter tube pre-amp. Suggestions and opinions on the Audible Illusions 3A, CAT Ultimate, or others are appreciated. Thanks.
