Thanks for the reply Chuck.

I neglected to mention my previous Marantz amp was transistor so it's possible it's just normal noise floor for this tube pre-amp.
The speakers are somewhat sensitive at 91db, 6ohms.

With no sources connected to pre-amp the noise is still the same signature and volume.

I have all the components connected to the same power strip (tried with and without 2 prong cheater plugs). No luck.

Next I will try input shorting plugs. You make a good point about the hiss increasing with volume implying a input problem.

Another thing I might try is to find 12AU7 and 12AX7 that are regarded
as very low noise (eg like 12AX7EH) that way I can get an idea of what's the baseline noise.
