Yes, same factory, but an epoch apart. What some people call NOS were typically made in the eighties, before the USSR fell apart. Last runs were made around 1990, then some tooling was destroyed, as nobody expected more production - the military stopped buying it. The new production started around 1999, and using some new tooling, also some people who made the original were gone by then.
