Make sure the tubes are seated properly.

Try switching the line stage tubes around (V4, V5, V6).

V1 (phono) and V6 (line) need to be a low noise tube.

If the noise does not change then there may be a problem with the preamp's line stage circuitry and unless you are experienced, you need to find a good technician.
