Did Arcturus manufacture tubes or just purchase and label them?

I am wondering if Arcturus manufactured tubes. I am specifically refering to Arcturus labeled 2A3's. I know they purchased Tubg Sol 6SN7 round plates and put their label on them. Did they manufacture anything?
