I agree 100% with you, the 6H23-EB are the most quiet and about the fact that it is an individual problem of each valve.
In fact, I've a pair of these valves coded 9104(1991) and they are extremely quiet, so I wanted to buy a spare pair and the new pair is coded 8301(1983) and they are not quiet at all. Same construction, same maker but different year...
You are right, the only way is to find out someone that can test the valves considering the noise factor.
