One solvent that seems to have no effect on NOS tube labels, even delicate Telefunkens, is naphtha, better know as cleaning fluid or Ronsonal lighter fluid, and available at your local drugstore (liquor section) or supermarket. Sure, test a spot with a dampened Q-tip, but so far, I haven't found any exceptions.
