How much of a short is a "bad"

When testing a 6SN7 - how much of a short is required for the tube to be unusable?

On my tester 10 megaohms will cause the needle to begin to deflect, and full scale is at zero. However, the manual is vague and says, "A shorted tube or one with excessive interelement leakage shold be discarded".

What does "excessive" mean?

Thanks,
David
