The black is a carbon coating on the inside of the glass. It was done a lot in the 40's and 50's. It was suppose to cut down on stray emissions. You can consider the black an ornemental addition to the tube. It could be there to hide an ugly plate structure and/or make the tubes look like the vintage classics.
