Yes, in theory, every 7308 made by Philips should have the VR in the first line of etched codes. VR is the Philips manufacturing code for a 7308/E188CC. My supposition is that the * must have been the original version of the tube, as a numeral following the VR was supposed to signify subsequent manufacturing design revisions. That supposition could be wrong, however. I'm not 100% sure at what point Philips switched the second line of code to four characters rather than three (@ 1964?), but my guess is that you have Heerlen made tubes from 1969, February, second week. It may be that by that time they were no longer revising the design, thus no need to keep track ... and no need for the first line of code.
