What you need to do

You need to find out where the problem is. Adjusting bias will not help and can hurt a lot so keep it adjusted to what it is supposed to be!

Go get a test CD with pink noise. Get a Y adaptor for you interconnects. Run one interconnect out of your preamp and using the Y adaptor feed both right and left channels of the power amp with only one channel from the preamp. If the speakers play at the same level you know the amp and speakers are fine. If the don't, measure the voltage at the speaker terminals on the amp. They should be equal on both channels. If they aren't swap speaker leads and see if the low voltage switches sides or stays the same. If it stays the same the amp is the problem. If it moves, suspect speakers or speaker cables. To rule out the preamp swap the interconnect to the other channel on the preamp. You might have to use the Y adaptor on the input to the preamp and measure the voltage out of the preamp and compare channels.
