Hi,I have the same pre and the same cap was bulging and I replaced it . I believe it is in the heater supply circuit. There is one above and on below the board.
I put in some German Frako's of very high quality in the position. I also purchased all the electrolytics needed to replace the B+ and everything else from Allied Electronics. I specified Sprague Atoms as this is the brand mostly used in the unit and the form factor fits.
I've not done the work but I don't use the pre anymore it's shelved and I don't have the heart to get rid of it...it's a great piece. I bought my originally in 1982...so yeah at 25yrs its time for some work.
I doubt all the caps would cost you more than 25-$30 and they are relatively easy to replace..
