Re: A pair of 12ax7s that were supposed to be the same, but are slightly different; can I use them in my amp?

These were tubes made in the days when a lot of manual labour was involved, and there were bound to be differences of the kinds you mentioned. If their construction and materials are basically the same, they should be fine. For materials, other than the plates, it is important to check whether the grid rods are the same.
